Bankei Ohtsuki (1800-1878)


 Confucian/gunnery scholar in the Edo last stage-Meiji.
 He is the second son of Bansui Othuki , and the doctor
 of the Sendai feudal clan.
 He went for the research to Kinki and also Nagasaki
 and associated with Baikan Sugai/Aigai Takahisa.
 He proposed an open country theory.
 He died in 1878 at the age of 78.
